Sydney Metro invites organisations that wish to participate in the Procurement Process for the upcoming Sydney Metro West works and services to attend a Project Update and register their interest. The upcoming works and services include:

Stations works including Westmead Station, Parramatta Integrated Station Development, Sydney Olympic Park Integrated Station Development, North Strathfield Station, Burwood North Station, Five Dock Station, The Bays Station, Pyrmont Integrated Station Development and Hunter Street Station.
- Operations and Maintenance
Sydney Metro West (or SMW) is a new 24-kilometre metro line that will connect Greater Parramatta with the Sydney CBD. Stations have been confirmed at Westmead, Parramatta, Sydney Olympic Park, North Strathfield, Burwood North, Five Dock, The Bays, Pyrmont and Hunter Street (Sydney CBD).
This infrastructure project will double the rail capacity between Greater Parramatta and the Sydney CBD, with a travel time target between the two centres of about 20 minutes.

Sydney Metro is conducting a Project Update and Registration of Interest process for the upcoming Sydney Metro West works and services:

Linewide works: Construction, fit-out and installation of linewide systems for the railway.

Trains and Signalling supply: design, manufacture and supply of modern metro trains and rail signalling and train control systems.

Operations and Maintenance: Operation and Maintenance of complex rail infrastructure.

Stations works: Construction of Stations at Westmead, Parramatta, Sydney Olympic Park, North Strathfield, Burwood North, Five Dock, The Bays, Pyrmont and Hunter Street.

Over Station Development works: Responsibility for the delivery of Integrated Station Developments at Sydney Olympic Park Station, Parramatta Station and Pyrmont Station. Note: Only potential OSD Developers for Sydney Olympic Park need to register their interest for this process. Parramatta and Pyrmont OSD Developers will be procured in a subsequent process, with a separate procurement process already underway for Hunter Street.The packaging of these works and services will be disclosed as part of the Project Update and Registration of Interest documentation.Sydney Metro will conduct a Project Update on Monday 7 November 2022. The Project Update will provide further details regarding the scope, procurement process and procurement timeframes for the Sydney Metro West packages. Attendance at the Project Update is not a pre-requisite for registration.Sydney Metro currently expects to release the Invitation to submit a ROI after the Project Update in early November 2022. To receive the Invitation to submit a ROI Interested Parties must first return a signed Confidentiality Deed Poll via email to SMWProcurement@transport.nsw.gov.au.

Project Update:

The Project Update is to inform Interested Parties about the packages and the registration and procurement process.

Attendance at the Project Update is not mandatory in order to submit a ROI.

Sydney Metro will hold the Project Update in person in a Sydney CBD location. Venue address will be provided upon registration.

ROI submissions are a prerequisite to further participation in the Procurement Process.

Sydney Metro currently expects that the ROI document will be made available following the Project Update in early November 2022 to Interested Parties that have returned a signed Confidentiality Deed Poll to Sydney Metro.

Registrants are encouraged to complete and submit their ROI Registration Form in a timely manner (and by no later than the ROI Close Date and Time). Registrants should refer to the Invitation to submit a ROI for instructions on how to complete their ROI Registration Form.

Interested Parties wishing to receive the Invitation to submit a ROI must execute and submit the Confidentiality Deed Poll via email to SMWProcurement@transport.nsw.gov.au.
ROI Registration Form:
Interested Parties wishing to register their interest in one or more of the works and services must, by no later than the ROI Close Date and Time, complete and submit the ROI Registration Form and supporting attachments.
In order for a Registrant to be eligible to proceed to the next stage of the process, the Registrant must demonstrate, to Sydney Metro’s satisfaction, that they meet the Minimum Eligibility Criteria for the nominated role/s.
The Minimum Eligibility Criteria for each role is as follows:

for Station Contractors, the Registrant must demonstrate, to Sydney Metro’s satisfaction, that the Registrant has relevant experience in the design, construction, fit-out and / or installation of major stations works projects with a capital value greater than AUD $200m.

for SOP Developers, the Registrant must demonstrate to Sydney Metro’s satisfaction, that the Registrant has relevant experience with leading and procuring financing for complex property development projects with a capital value greater than AUD $500m.
- for Linewide Contractors, the Registrant must demonstrate, to Sydney Metro’s satisfaction, that the Registrant has relevant experience with the design, construction, fit-out and / or installation of linewide systems on projects with a capital value greater than AUD $500m

for T&S Contractors,the Registrant must demonstrate, to Sydney Metro’s satisfaction, that the Registrant has relevant experience with the design, manufacture and supply of modern metro trains and / or rail signalling and train control systems with a capital value greater than AUD $250m.

for O&M Contractors, the Registrant must demonstrate, to Sydney Metro’s satisfaction, that the Registrant has relevant experience with the operation and maintenance of complex rail infrastructure with an annual operating term contract value greater than AUD $50m.
To demonstrate the above, Registrants must provide details for one (1) relevant project for each proposed role that they are seeking to Register for. The project must have been delivered within the last 10 years (or be currently in delivery).
