"The Soil Conservation Service (SCS) conducts vegetation maintenance activities across the Sydney Area on behalf of many clients. The proposed panel contract will achieve effective procurement outcomes for the purchase of regularly acquired services that are critical to SCS’s fee for service projects within the Greater Sydney Region.
The Soil Conservation Service have successfully been engaging suppliers from a panel arrangement since 2017. It is proposed that an Expression of Interest (EOI) be conducted to establish a panel of suitably qualified and experienced suppliers that can be called upon for General mowing and brush cutting, heritage site servicing, site establishment, rubbish removal, arborist services and bush regeneration.
Suppliers who best demonstrate their ability to provide quality services will be placed on the relevant panel and invited to provide the good or service on a job-by-job basis through the issue of a purchase order.
Prices for vendors will be locked in for one year. Vendors can apply to increase their prices (capped at the Consumer Price Index (CPI)) annually, on the anniversary of the contract.
SCS will refresh the panels each year (using the same evaluation criteria as will be used for the initial panel process) if more suppliers are needed to meet SCS’s requirements.
SCS will evaluate vendors on a job-by-job basis using a non-price index obtained during initial evaluation and price (calculated using submitted rates together with the location of works, project durations and goods/service required). This will enable comparison of vendors to obtain value for money."
