Tender Details

Transport for NSW (TfNSW) requires the services of a team of experienced and suitably qualified professionals to support the delivery and development phases of various rolling stock projects for the fleet branch. This includes the provision of all of the following roles:

  • Engineering Manager;
  • Electrical Engineer;
  • Mechanical Engineer;
  • Systems and Requiremetns Engineer;
  • Systems and Safety Assurance Engineer;
  • ICT Engineer;
  • Accessibility Specialists; and 
  • Human Factors Specialist

TfNSW is ideally seeking one (1) single Service Provider to deliver the Services described under this Services Brief. TfNSW may, at its sole discretion, choose to engage with more than one Service Provider to deliver the Service to ensure the highest quality and best value-for-money outcome can be achieved.

Registration of bonafide Tenderers will be undertaken. Upon TfNSW confirming that the interested party is a legitimate Tenderer, the Tenderer will be required to sign a Confidentiality Deed Poll and return to Kevin Li at projectsprocurement@transport.nsw.gov.au. Upon receipt of the Deed Poll, access to the documents will be granted via e-mail.

Address for Lodgement

Electronic lodgement only - no password protection. Tenderers must submit their response as two (2) separate files only. The first is to consist of the completed "Non-Commercial Schedules" and is to exclude any reference to pricing. The second file is to consist of the completed "Completed Schedules". Multiple separate documents will not be accepted, unless yo obtain prior approval from TfNSW. This ensures that Tenders are complete and accurate, and presented in the manner intended by the Tenderer, and also allows for timely distribution of Tenders to the Tender Assessment Committee.

Conditions for Participation

The Tenderer must demonstrate, as a minimum:

  1. The Tenderer must provide suitably skilled and qualified resources for all the roles listed in the Services Brief as part of its tender response;
  2. The Tenderer must demonstrate that the key people nominated have at least five (5) years of relevant experience working in rolling stock design, procurement or engineering;
  3. The Tenderer must demonstrate that the individual nominated for the role of Engineering Manager have at least fifteen (15) years' experience in rolling stock (or equivalent complex multidisciplinary systems) design or procurement, and at least five (5) years in leading or managing rolling stock design or procurement engineering teams;
  4. The Organisation must demonstrate relevant experience in leading and maanging a team to deliver rolling stock projects for government agencies in the last five (5) years, with project value in excess of A$200 million.

Core Service - October 2015 to December 2016

Option 1 - January 2017 to December 2018
