Opportunities for Development of Affordable Housing on Council Land - IWC EOI 2-24

Through this invitation for expressions of interest (EOI), Council invites EOI Responses from suitably qualified, experienced and capable registered Tier-1 community housing providers (CHP), or registered Tier-1 CHP led consortia, to finance, develop, operate and manage Affordable Housing and other uses on up to three Council owned Sites.

 

This EOI is intended to be the first stage in a multi-stage process, comprising:

• Stage 1 - this EOI process, and

• Stage 2 - an RFT process.

Following this EOI, Council’s intention is to invite a Preferred Respondent for each Site to participate in a second stage of the process. In the second stage, Council will work with the Preferred Respondent to finalise their proposal including Transaction Documents as part of their RFT submission, to achieve a mutually acceptable outcome for both parties.

This EOI is structured into three Parts:

• Part A: Project Details and Commercial Framework.

• Part B: Returnable Schedules.

• Part C: EOI Conditions.

 

The purpose of this EOI is to:

• Invite Respondents to submit EOI Responses in accordance with the Returnable Schedules and EOI Conditions.

• Provide details of the Sites and the roles and responsibilities of parties.

• Define the commercial framework for the Project.

• Explain the EOI process, including key steps, interactions with Council and criteria for evaluation.

How to request access to the EOI documents

Inner West Council will be utilising a data room hosted by Vendor Panel for the ongoing management of the EOI documents and relevant information.

Persons wishing to view the EOI and consider submitting a response to the EOI must complete and duly execute the Confidentiality and Process Deed Poll (Confidentiality Deed) before access is given to the Data Room. 

The Confidentiality Deed is available for download from Vendor Panel (Vendor Panel Ref. No. 414566): https://www.vendorpanel.com.au/innerwest/tenders (free of charge).

Once completed, the Confidentiality Deed must be returned by email to:

affordablehousingEOI@innerwest.nsw.gov.au  

Access to the Data Room will not be given until the Confidentiality Deed is received by Council and Council’s legal representatives have confirmed that the Confidentiality Deed has been executed correctly.
