Provision to Develop and Design Video Collateral for Location-Specific Investment Opportunities under the Regional Investment Activation Program (RIAP)

The Regional Investment Activation Program (RIAP) has been initiated to make regional NSW the location of choice for investors and to activate the economic potential of priority precincts and key industries in our regions.

Announced in the 2022-23 NSW Budget, $145 million has been allocated for the establishment of RIAP. RIAP is critical to attracting new private sector investment into regional NSW and supporting existing businesses to expand. It will deliver substantial economic benefits and long-term growth to ensure regional NSW is able to sustain and grow its competitiveness and create future-focused jobs in key industries. RIAP is strongly aligned to the NSW Government’s 20-Year Economic Vision for Regional NSW, encompassing the 2021 Vision Refresh, and will support the delivery of Regional NSW Cluster State Outcomes, Department of Regional NSW priorities and the targets identified in the Regional NSW Investment Attraction Strategy 2022-2027.

The project will deliver location specific investment attraction support for 12 Local Government Areas through the development of video collateral promoting investment opportunities.  The project will be completed by May 2023. 

The Office of Regional Economic Development intend to engage a supplier to develop and produce the video collateral needed to support 12 Local Government Areas to attract investment into regional NSW. 

Procurement Scope

The Office of Regional Economic Development (ORED) are seeking digital and communications professional services to develop co-branded (Department of Regional NSW and Local Government) Investment Attraction Videos for 12 Local Government Areas. This will consist of a minimum of three videos per Local Government Area in two different formats:

•A long format of approximately 90-150 seconds in duration. The narrative for this format should include a mixture of verbal communication and graphical overlay of visuals.  This format will be used in direct communication with investment attraction target companies, both in Australia and offshore, as well as by the target companies themselves to communicate the value proposition to internal audiences. The footage should be provided in 16:9 format for YouTube and website use. 

•A short format of approximately 10-15 seconds in duration. The footage should be provided in 1:1 format for social media use. 

Each video should have the flexibility to be integrated with other videos both for that Local Government Area and for regional NSW-wide investment attraction initiatives. Each video should include common elements highlighting why the location specific investment opportunity will provide a competitive advantage for target companies. 

The collateral is expected to be developed and anticipated to be delivered in three tranches. ORED will provide information outlining the competitive advantages of each Local Government. ORED will provide information outlining the competitive advantages of each Local Government Area to assist in production of video collateral. ORED / The Department of Regional NSW (DRNSW) will also help facilitate videography at each location. 

All video footage and associated content will be the property of DRNSW, and will be provided to DRNSW in an editable format. It is expected that there will be a high degree of cross-over in the utility of the footage between different videos for the same local government area."
