The objective of NSW Health is to secure the supply of pharmaceuticals and to effectively manage all aspects of costs associated with the purchase and supply to NSW Health facilities. This includes, but is not limited to, delivery.
This Request For Tender (RFT) covers the supply of Deliverables outlined herein, including the Specification at Annexure 1 to Part B, on the conditions stated in Part D. SCCB Contract Ref: 079/901
The Deliverables are to be supplied to the New South Wales public health system, and the Customers listed at Schedule 9 of Part D.
The State Contracts Control Board (the Board) is responsible for the conduct of the tender process, assisted by NSW Procurement - Contracting Services.
The objective of NSW Health is to secure the supply of pharmaceuticals and to effectively manage all aspects of costs associated with the purchase and supply to NSW Health facilities. This includes, but is not limited to, delivery, distribution and management of Deliverables, invoicing and payment of Drugs.
Offers will be encourage that support these objectives from traditional and other sources capable of achieving these benefits.
This RFT covers all drug forms, strengths and presentations as required to meet NSW Healths needs.
NSW Health has undertaken detailed review and analysis of the complete expenditure for pharmacy. This review has determined that a single contract for all NSW Health facilities for all forms and strengths and presentations is required.
This arrangement will be for a single price across all NSW Health facilities. There will be no separate purchase arrangements for products covered under this contract.
This RFT requires pricing to be submitted on the basis of Ex Works and Free Into Store. Failure, by the Tenderer, to submit both Ex-Works and Free into Store pricing may render the Tender ineligible for consideration. NSW Health will then consider the most efficient and cost effective supply arrangements.
Consideration will also be given to offers for a range of nominated products (bundled offerings) that tenderers are able to supply. Tenderers may nominate bundles and specify price discounts for bundled offerings (to be identified in the Pricing Schedule - Part C), available to all Customers listed at Schedule 9 of Part D.
A key requirement of the eventual contract suppliers will be the requirement of all Contractors to provide detailed expenditure data for all NSW Health facilities as detailed herein. This will be closely monitored to ensure all parties are meeting their obligations under this contract.
The Board intends to arrange contracts on the basis of a sole supplier for each of the Deliverables identified in the Price Schedule at Part C. The Board may, however, elect to arrange contracts with a number of suppliers for each of the Deliverables, as deemed appropriate, where consideration of risks to supply has determined that multiple suppliers are required.
In recognition of different pricing strategies that tenderers may wish to apply as a prospective sole supplier versus one of a number of suppliers on a panel-type arrangement for each of the Deliverables, tenderers are invited to submit prices in the Price Schedule at Part C on the following bases:
Sole supplier for the tendered Deliverable; and
One of a number of suppliers for the tendered Deliverable
