1Background Information / Objectives / Description of Works

Tabulam is a rural village located in north-eastern NSW approximately 50km west of Casino. The Jubullum Aboriginal Community is situated approximately 5km west of the Tabulam village within the Tenterfield Shire Council (TSC) local government area. The Jubullum Village is a former Aboriginal reserve which is owned by the Jubullum Local Aboriginal Land Council (LALC). The village is located on the eastern foot of the Great Dividing Range, and is bordered by the Timbarra River and Plumbago Creek, both of which flow into the Clarence River.

Wastewater from the community currently receives pre-treatment in on-site septic tanks followed by collective treatment in a pond-based system located approximately 1km from the main settlement. The proposed Jubullum Community STP Upgrade makes use of the constructed wetland to enhance the treatment of the effluent, and a pasture and citrus subsurface irrigation area to reuse the treated effluent.

The system upgrade consists of the creation of two parallel treatment wetland cells after the existing facultative lagoon. Effluent from the treatment wetlands will then be disinfected prior to subsurface irrigation onto 0.5 ha of kikuyu pasture and citrus trees via a passive Low Pressure Effluent Dosing (LDPE) system.

The works of this contract are associated with the construction of an effluent treatment wetland system following an existing pond-based STP and the construction of an effluent irrigation area.

Works shall not be limited to the following for:-

Wetland Construction
Decommissioning of existing oxidation pond outlet pipe;
Removal, stockpiling and respreading of top soil, some of which will be required as a planting medium for the wetlands;
Removal and disposal of existing trees and stumps;
Earthworks to construct treatment wetlands including compaction; and construction of diversion and swale drains;
Fencing of sites;
Construct wetlands as detailed;
Connections to existing oxidation pond pipe work;
and Plantings as specified, including 100 week post-planting maintenance commencing after completion.
Employment opportunities and training for local community members.
Effluent Irrigation Area
Grade irrigation area to specified height.
Removing, stockpiling and respreading top soil where necessary.
Supply and installation of new Low Pressure Effluent Dosed irrigation reuse scheme, including (as detailed):
All pipe work, including flow splitter boxes, dosing siphons and tanks;
Citrus trees and pasture seed/runners;
Chlorine tablet disinfection unit.
Maintenance of pasture and citrus trees for 100 week period commencing after completion.
Training of Community members together with adequate safety equipment (For a minimum of four community members) to enable ongoing operation and maintenance.
