Tender Details

Requirements.
1.1 Due to recent changes to the Driving Instructors Act 1992 and the Driving Instructors Regulation 2003, regarding driver licensing, training for Medium Rigid and Heavy Rigid class licenses is required to be provided by a NSW Roads and Traffic Authority (RTA) licensed driving instructor.
1.2 Accordingly, the purpose of this Request for Tender (RFT) is to engage an organisation capable of providing Heavy Vehicle Driving Instruction and Heavy Vehicle Competency Based Assessment (HVCBA) to enable NSWFB firefighters to acquire a driver licence commensurate with the class of vehicle they are required to drive in order to perform their duties.
1.3 Depending on NSWFB needs, the successful tenderer may at various times be required to provide HVCBA or Instruction, with the fire fighters attending an RTA Motor Registry to undertake a driving test.
1.4 The personnel nominated by the tenderer to provide the service must be NSW RTA licensed driving instructors accredited by the RTA as Heavy Vehicle Competency Based Assessors.
1.5 NSWFB estimates that the following number of firefighters will require either Competency Based Assessment or Instruction:
  • Permanent firefighter- 20-80 per annum
  • Retained firefighter- 50-200 per annum
    1.6 The Competency Based Assessment and Instruction is to be provided at centres that will enable NSWFB personal to be trained with the minimal amount of travelling from their base locations. (Tenderers are required to nominate in Part C- Response Form, the various centres throughout NSW from where they will provide the service).
    1.7 NSWFB has a preference to engage a single contractor capable of providing the service statewide. Alternatively, while not the preferred option, NSWFB will consider engaging a number of contractors capable of servicing defined areas within the State provided NSWFB is satisfied that such arrangement would provide adequate state-wide coverage. Note that some of the services will need to be provided during the weekend depending on the availability of NSWFB personnel.
    1.8 The NSWFB has individual fire stations located throughout NSW including the Sydney metropolitan area, the Central Coast, Newcastle, Wollongong and rural areas. A list of the NSWFB fire stations located throughout NSW is attached at Annexure B to Part B.
    1.9 When requested, the Contractor is to complete the Competency Based Assessment and Instruction within three (3) weeks from the issue of an order by NSWFB. The Contractor is required to provide a maximum of 12 hours Assessment/ Instruction per person.
    1.10 All instruction and assessment is to be provided in the Contractor's vehicle.
