BALLINA SALINITY INFILTRATION REDUCTION INVESTIGATION BACKGROUND AND OBJECTIVES
Ballina Shire Council is located on the Far North Coast of New South Wales. The bulk of Ballina's sewer mains are earthenware pipes laid in the mid to late 1950,s. These pipes are in poor condition and are subject to infiltration of saline water from the surrounding tidal waterways.
It is proposed to significantly expand the current reclaimed water re-use scheme, which presently includes the golf course, racecourse and some public parks and playing fields. Ballina Shire Councils (BSC) investigations for the proposed reclaimed water re-use scheme have identified salinity reduction and the reduction of Average Dry Weather Flows (ADWF) as a priority to reduce Total Dissolved Solids (TDS) levels in existing flows from their Reclaimed Water Facility (RWF) at West Ballina. Lennox Head RWF has lower levels of TDS, but higher levels of storm inflow.
DESCRIPTION / SCOPE OF PROJECT
A. Salinity/Infiltration investigation Previous investigations have identified that salinity infiltration into sewers is predominantly in a number of sewer catchments in four distinct areas of Ballina.
This Contract is for the provision of all labour, tools, materials, plant, equipment, transportation and professional expertise necessary to carry out all investigations required for the provision of reports that identify and prioritise the capital works / repairs required to significantly reduce both the salinity and Average Dry Weather Flow (ADWF) infiltration.
For each of the nominated areas of Ballina Island, West Ballina, North Ballina and East Ballina the investigation will be conducted in 3 Stages:
Stage 1: is the desktop review of existing data from council.
Stage 2: is spot testing of the flows for salinity, pH and conductivity and access hole condition reports.
Stage 3: is the detailed investigation and CCTV of areas identified during stage 2.
B. Lennox Head Storm Inflow investigation - Area 5 Also required is a detailed assessment of the implications of the June 2005 storm event (and/or similar severe storm events as required) on surface inflow reduction in the Lennox Head sewerage system. i.e. Not related to salinity or infiltration but focussing on storm inflow only.
The purpose of this inflow report is to indicate the overall impacts of the June 2005 storm event, which appears to be the largest event on record, and to provide clear recommendations to allow Council operation staff to focus on the catchments or sub-catchments where inflow is the highest and thus where detailed site investigations should be concentrated.
Non-Mandatory pre-tender meeting
There will be a non-mandatory pre-tender meeting at Ballina Shire Council on the 12th June 2007 at 10:00am.
