Metro West – Hunter Street Station and Precinct, Precinct Development Partner (PDP) – Invitation to attend an Industry Briefing and submit a Registration of Interest (ROI). - SM 2022/002

Sydney Metro invites organisations that wish to participate in the Hunter Street Station and Precinct PDP (Interested Parties) to attend an online Industry Briefing and register their interest for the Metro West – Hunter Street Station and Precinct PDP. 

Sydney Metro is Australia’s biggest public transport program Services on this new stand-alone metro railway system began on the Metro North West Line between Rouse Hill and Chatswood in May 2019.  

By 2024, Sydney will have 31 metro stations and more than 66 kilometres of new metro rail, revolutionising the way Australia’s biggest city travels. Metro means a new generation of world-class fast, safe and reliable trains easily connecting customers to where they want to go. Customers don’t need timetables – they just turn up and go. 

Metro West is a new 24-kilometre metro line that would connect Greater Parramatta with the Sydney CBD. Stations have been confirmed at Westmead, Parramatta, Sydney Olympic Park, North Strathfield, Burwood North, Five Dock, The Bays, Pyrmont and Hunter Street (Sydney CBD).  

This infrastructure project will double the rail capacity between Greater Parramatta and the Sydney CBD with a travel time target between the two centres of about 20 minutes. 

The Hunter Street Station will be located at the northern edge of Sydney's central business district and provides access to a major employment area, and Sydney's premier tourist destination around the harbour. The Station will provide an integrated transport hub linking three stations connecting Wynyard to Martin Place through underground links and providing an interchange between heavy rail, metro, light rail and buses.

Sydney Metro will conduct an online Industry Briefing on the Hunter Street Station and Precinct PDP on Wednesday 9 February 2022 at 08.30am AEDT. The Industry Briefing will provide further details regarding the scope, procurement process and procurement timeframes for the Hunter Street Station and Precinct PDP. 

Sydney Metro will release the ROI on Wednesday 9 February 2022 after the Industry Briefing. Attendance at the Industry Briefing is not a pre-requisite for registration. 

Hunter Street Station and Precinct 

The Sydney Metro West Hunter Street Station and Precinct is intended to include an underground station and two over station development (OSD) buildings over both the east and west station entries.  

The Hunter Street Station and Precinct would include underground walkways to allow for easy transit all the way from Martin Place to Barangaroo providing an activated precinct that would prioritise pedestrians and support a vibrant public domain in the heart of the Sydney CBD. 

Sydney Metro is interested in working with organisations that can bring innovative placemaking solutions including enhanced customer, connectivity or public domain outcomes within a value for money framework. 

PDP Procurement Process 

The PDP procurement process comprises the following distinct components: 

• Station: Construction of the Station and OSD enabling works up to the transfer level of the OSD;

• East OSD: Responsibility for the delivery of an OSD building above the Station entrance on Bligh and O’Connell Streets.

• East Additional Land: Organisations are invited to bring additional land which may change the design of the developments, precinct outcomes, connectivity and value for money;

• West OSD: Responsibility for the delivery of an OSD building above the Station entrance on George and Hunter Streets.

• West Additional Land: Organisations are invited to bring additional land which may change the design of the developments, precinct outcomes, connectivity and value for money; and

• Integration Role: Responsibility for the coordination, management, integration and financing of contracts to deliver the Station, OSDs and potential development(s) on additional land.

Sydney Metro is interested in working with organisations that can provide a component or multiple components of the Hunter Street Station and Precinct.

Expression of Interest For Pre-Qualification - An invitation for Expression of Interest (EOI) for pre-registration of prospective tenderers for a type of work or service. Applicants are initially evaluated against published selection criteria. RFT may then be invited from a panel of providers (as Selective, or Invited).

Industry Briefing: 

• The Industry Briefing is to inform Interested Parties about the Hunter Street Station and Precinct PDP and the registration process.

• Attendance at the Industry Briefing is not mandatory in order to submit a ROI.

• Sydney Metro will hold the Industry Briefing via a live online event.

• To register for the Industry Briefing, Interested Parties must provide the following details by emailing Neveen.Ayad@transport.nsw.gov.au no later than 12:00PM AEDT on Friday 4 February 2022: 

              - Name of Interested Party;

              - ABN (or equivalent) of Interested Party;

              - Registered address of Interested Party;

              - Business website link;

              - Nominated contact name;

              - Phone number of nominated contact;

              - Email address of nominated contact; and

              - Name and email address for Industry Briefing attendees (maximum five individuals).

Following registration, meeting details for the Industry Briefing will be provided to the nominated contact via email. 

Registration of Interest: 

• Registration of Interest (ROI) submissions are a prerequisite to gaining access to the information documents for the Hunter Street Station and Precinct PDP. Please refer to the conditions of participation for further details.

• ROI Registration Forms are to be submitted electronically only, via email to Neveen.Ayad@transport.nsw.gov.auby no later than the ROI Close Date.

ROI Documentation access: 

Interested Parties wishing to register their interest to receive the ROI documentation must, by no later than the ROI Close Date: 

1. Provide a short explanation of their business purposes and how it relates to the PDP component(s) to Sydney Metro; and

2. execute and submit the Confidentiality Deed Poll (Organisations).

ROI Registration Form:

Interested Parties wishing to register their interest to receive the Information Documents must, by no later than the ROI Close Date: 

1. complete and submit the Registration Form (per Attachment 1 to the ROI);

2. for each Data Room user, execute and submit either of the following documents, as relevant: 

• for individuals who are employees of the relevant Interested Party’s organisation: Individual Confidentiality Acknowledgement form (Attachment A to the Confidentiality Deed Poll set out in Attachment 2 to the ROI); or
  
• for individuals who are not employees of the relevant Interested Party’s organisation (e.g. consultants): Confidentiality Deed Poll (Individuals) (Attachment 3 to the ROI); 

3.  execute and submit the Deed of Disclaimer (Attachment 4 to the ROI); and

4.  complete and submit the Data Room User Access Request Form (Annexure 1 of the Data Room Interaction Rules contained at Attachment 5 to the ROI).

Access to the Data Room:

In order for an Interested Party to be eligible to receive the information documents, the Interested Party must demonstrate, to Sydney Metro’s satisfaction, that they meet the Minimum Eligibility Criteria (refer below) for either a Developer, Landowner or Integrator (or all or some of these roles).

The Minimum Eligibility Criteria for each role is as follows: 

• for Developers, the Registrant must demonstrate, to Sydney Metro’s satisfaction, that the Registrant has relevant experience with leading and procuring financing for complex property development projects with a capital value greater than AUD $500m.

• for Landowners, the Registrant must demonstrate to Sydney Metro’s satisfaction that the Registrant possesses: 

  - a land parcel or parcels to contribute that either alone or in aggregate are greater than 500 m² and within the Base Case Site; and/or 

  - a land parcel or parcels to contribute that are proximate to the Base Case Site that either alone or in aggregate are greater than 500 m² and within 100m of the Base Case Site. 

• for Integrators, the Registrant must demonstrate, to Sydney Metro’s satisfaction, that the Registrant possesses the relevant experience with coordination, management and integration of property development projects which interface with infrastructure projects and procuring finance for projects with a capital value greater than AUD $500m.

 

To demonstrate the above, Registrants interested in a Developer or Integrator role must provide details for one (1) relevant project in Australia for their proposed role. This project must have been delivered (or is currently being delivered) within the last 10 years.
