Quotations are invited to undertake condition assessment for a 450mm Asbestos Cement water main approximately 2.73km long, which runs from Hopewood Reservoir to Evans Lane Water Pump Station in Bowral area of Wingecarribee Shire, Southern Highlands.
Objectives
· To assess / determine the true condition of the Hopewood Reservoir to Evans Lane Water Pump Station water pipeline and estimate remaining useful life.
· To provide asset condition report and data in a suitable form to capture in Council’s Asset Management System - Conquest.
Scope of Works
• The Contractor shall ensure that all personnel responsible shall be trained and fully conversant with the methodology followed and the equipment used.
· The Contractor shall be responsible for all works necessary to locate and access the water main.
• The Contractor must take necessary precautions not to damage any public or private property or water main or any other structure or associated main.
• The Contractor shall be responsible for all costs relating to the recovery of or damage to any equipment, private or public property in the course of the works.
• The Contractor should take necessary measures to minimise impact on traffic and ensure a safe work environment.
Project Methodology
The Contractor must define clearly details of the condition assessment methodology that they propose to use to determine the condition of the water main. It should include time frame of each action.
The contractor must provide copy of the completed condition assessment report for each separately identified segment along the full length of the water main (Including failure rate, remaining life, condition data, photos and videos of all inspections and any supporting data) by the delivery date.
Delivery Date
All deliverables must be completed and handed over to Wingecarribee Shire Council by 4pm 19th June 2015.

The Contractor shall provide details of their relevant skills and experience, including information relating to the completion of similar projects.
Safety
The Contractor must develop and implement a Site-specific Safety Management Plan that complies with the NSW Government. For detail please read the full project brief.
Insurance
The Contractor must be covered by necessary insurances as described in the full project brief.
The Contractor must obey, and must ensure that its employees, sub-contractors and agents obey, all laws and regulations which apply to the Contractor’s performance of this Contract. This includes, for example, laws relating to traffic management, working on roadways, work health and safety.
Assessment will be based on a combination of price (lump sum), methodology/equipment to be used, and previous experience and reference checks.
The normal hours of work are 7am to 5pm on weekdays. Any work outside of these hours must be approved by the Council prior to commencing the work.
Acceptance and Rejection of Quotation
Council is not bound to accept the lowest submission and may reject any or all submissions and may waive any irregularities therein. A Quotation will be rejected without consideration of its merits if it is not submitted before the closing date and time; or it is not submitted at the place specified in the Request.
