New Intercity Fleet Project: Supply and Maintain - Expression of Interest - TPD-14-3841

TfNSW is seeking to procure a new fleet from an established train supplier based on an existing and reliable proven technology platform requiring minimal configuration to operate on the NSW electrified rail network.

TfNSW is seeking EOIs from suitable qualified applicants to:

(a) configure & supply,	a new fleet of 520 cars, or equivalent, to operate on the NSW electrified rail network (the “New Intercity Fleet”) and associated supporting equipment and information;
(b) interface,	with TfNSW and the constuctor of either: (i)a main (heavy) maintenance facility capable of servicing the entire New Intercity Fleet; or (ii) a main (heavy) maintenance facility capable of servicing the entire New Intercity Fleet and a secondary “running” maintenance facility, where the New Intercity Fleet will be maintained (the “Maintenance Facility(s)”);
(c) facilitate Equipment Installation,	in the Maintenance Facility(s); and
(d)maintain,	the New Intercity Fleet, by providing: (i)          presentation maintenance & cleaning; (ii)         light maintenance; and (iii)        heavy maintenance, and associated supporting equipment, subject to meeting key performance measures, for a period of up to 15 years from the acceptance of the first train;
(e) maintain,	the Maintenance Facility(s),

The New Intercity Fleet is to be supported by the Maintenance Facility(s). The civil construction of the Maintenance Facility(s) for undertaking maintenance on the New Intercity Fleet is not the subject of this Request for Expression of Interest.  TfNSW anticipates issuing a separate request for expression of interest and subsequent tenders for the civil construction of the Maintenance Facility(s).

In order to be eligible for the Expression of Interest evaluation process,  applicants being an entity, partnership, joint venture or consortium ("Applicant") should clearly demonstrate that they meet the minimum requirements set out below.

MAINTENANCE	The Applicant, or the Participant(s) responsible for train maintenance, must have performed heavy passenger rolling stock maintenance with a minimum value of AUD 15 million equivalent in any of the last 3 years.
