Supply, install, maintain and support ID scanner systems at various licenced venues in the Kings Cross precinct, NSW - DTIRIS14/09-1

NSW Office of Liquor, Gaming and Racing (OLGR) is seeking proposals from suitably experienced and capable firms to supply, install, maintain and support identity document scanner systems at various licensed venues in Kings Cross, NSW.

The ID scanner system, which is to be in operation from 7pm Friday to 7am Monday (with additional operation over public holidays, long weekends and during special events), is an integrated database system that consists:

·       details of persons subject to a temporary or long-term banning order

·       information scanned and recorded by the ID scanner system

·       associated equipment.

The Liquor Act 2007 permits the collection of the patron’s name and his or her date of birth, residential address or both. No other information may be collected by the ID scanner system.

Each patron proposing to enter licensed premises is to provide acceptable proof of identity that is to be scanned before entry and the required information extracted. Acceptable proof of identity documents include:

·         NSW drivers licence or equivalent interstate drivers licence or one issued under the laws of another country (provided that it includes a current photograph of the licence holder)

·         NSW photo card or an equivalent interstate photo / proof of age card

·         Australian passport or an equivalent international passport.

Information captured from patrons’ identity documents is to be stored in order to identify patrons subject to temporary or long-term banning orders and underage patrons. The ID scanner system must be able to share information with licensed premises within the precinct.

The ID scanner system must be capable of producing accurate and timely reports of all transactions.

The ID scanner system must provide a mechanism to allow NSW Police or the Independent Liquor and Gaming Authority to update the system with the details of any person subject to either a temporary or long-term banning order. This mechanism must be available:

·         at all times when high risk venues are open

·         during normal business hours.
