RDC – Professional Services – Telecommunications Expertise 

The Department of Regional NSW – Regional Digital Connectivity Team are seeking Professional Services from the Telecommunications and Digital Connectivity sector to provide technical and commercial expertise and advice to support the Regional Digital Connectivity Program.

The Regional Digital Connectivity program will ensure families and businesses across regional NSW have access to metropolitan equivalent mobile and internet services. The program will address the digital divide between metropolitan centres and regional NSW. It will do this through large-scale investment with the telecommunications industry to improve mobile coverage and internet connectivity for the most underserved areas of the State.

The program is focused on the following grant programs across two core priority areas:

•Mobile Coverage – to address mobile black spots (specifically in small population centres, aboriginal communities, transport corridors, and built tourism destinations) where people live and work through investment in actively shared mobile phone infrastructure and emerging technologies to deliver increased rural and regional coverage.

•Internet – to bring metro-level internet speeds and pricing to premises in rural and remote NSW (specifically in low population areas) that rely on satellite services through investment in new connectivity infrastructure.

The Regional Digital Connectivity team are seeking technical and commercial support for the following:

•Telecommunications advice, 

•Specialist business case development,

•Competitor analysis, 

•Current coverage mapping expertise, 

•Technical contract terms and conditions, 

•Telecommunications project insights and expertise, 

•Telco sector innovation and new trends, 

•Grant support (technical reports and pricing analysis),

•Grant guidelines, assessment and analysis, panel support.

The supplier will need to have extensive experience in:

•specialist business case skills including conducting robust cost-benefit analysis and experience navigating INSW Gateway reviews.  Deep dives would also be desirable.

•the commercial dynamics of the telecommunications industry. 

•engineering design and infrastructure costing capability. 

•experience identifying, developing, and evaluating go-to-market strategies for telecommunications projects considering government objectives, market characteristics, end-customer demographics, economic conditions and geographic particularities.

•identifying, measuring and quantifying addressable telecommunications market issues and opportunities, including market sizing, client share and growth potential for target businesses.

•developing and negotiating telecommunications funding agreements and complex commercial contracts (for industry and on behalf of government). 

•undertaking detailed geospatial analysis to prioritise locations for future telecommunications investment utilising multiple layers of demographic, economic, commercial and government data.

•awareness of architecture developments to support future technologies.

•understanding of planning rules with experience in Site Acquisition and Environmental Design (SAED). 

•coordinating complex site negotiations and validating construction timelines

•telecommunications sector grant management and guidelines

•the management of, and processes around, conflict of interest within your organization with respect to government work.
