Particulars of the goods or services to be provided under this contract

The Professional Services Contractor will provide Automatic Train Protection (ATP) and Automatic Selective Door Operation (ASDO) Engineer Services for the Regional Rail Project (RRP) and New Intercity Fleet (NIF) Station, Signalling Enabling Works (NIF SSEW2) Projects.

The Professional Services Contractor is to provide the following Services:

a) Working cooperatively and proactively within the Project Team (including the Incentivised Delivery Entity), ATP Project Team, RRP Project, NIF SSEW2 Project and any other relevant projects and key relevant stakeholders.

b) Review and assist in the endorsement of concessions.

c) Review of Design deliverables, such as ETCS control tables, signalling plans, circuit books, Site Certification Forms, Weekly Notices and ETCS Release Notes.

d) Technical Support for RFIs, Change Requests and Defects.

e) Technical support for Testing Team. E.g., defect investigation, NIT observations, review of testing and commissioning documents.

f) Technical Support for the AMB Signalling Principles, Sydney Trains PR Standards and other technical specifications.

g) Technical Support for system safety, operational risk, and safety change management.

h) Working collaboratively with TfNSW Sydney Technical Services (STS) to assist with upskilling TfNSW staff by providing training and  mentoring in consultation with STS.

i) Review ATP/ETCS/ASDO changes holistically and advise on the overall process.

j) Determine the Network Integration Testing requirements.

k) Changes which might not require data log modifications.

l) Review of the JRU train log(s) and advise the Project Team of any issues.

m) Review of the Alstom deliverables to determine if data impact assessment is accurate and identifies efficiencies in the data design scope talking into consideration existing ATP/ETCS/ASDO configuration tolerances.

n) Review of the Safety/Systems Assurance Documentation.

o) Liaises with ST Signal Design Lead and convenes ATP/ETCS/ASDO Configuration Management Work Groups for ATP/ETCS/ADSO construction redline assessments. This is to be done in accordance with ATP specification PR S 45009 and other relevant specifications as applicable.

p) Facilitates ATP/ETCS/ASDO information flow between the trackside designer, data designer, construction/testing/commissioning engineers and the Operator & Maintainer.

q) Reviews variation requests and provides feedback into the ATP/ETCS/ASDO commercial discussions.

r) Assists with ATP/ETCS/ASDO installation/testing/commissioning in consideration of project schedule and possession constraints.
