Hume Dam – Southern Training Wall: Mass Concrete Buttress Works

 

State Water Corporation is seeking to establish a panel of suitable Pre-qualified Contractors, experienced with mass concrete and foundation works, that wish to be considered for selection to tender for work at Hume Dam.

Background:

State Water is NSW’s rural bulk water delivery corporation, annually delivering more than 5,500GL of water to regional NSW on average, along 7,000km of rivers. State Water manages and operates 20 dams and more than 280 weirs and regulators to deliver water for town water supplies, industry, irrigation, stock and domestic use, riparian and environmental flows. In accordance with water sharing plans, it delivers about 9,000GL of water for the environment.

 

Hume Dam is one of the major dams in State Water’s Portfolio. The dam is located on the Murray River, 16 km upstream of the cities of Albury and Wodonga.

 

 

Project Information:

The Southern Training Wall (STW) of the dam’s spillway requires strengthening by the construction of a mass concrete buttress in the tailrace downstream of the spillway crest.  The STW works have been divided into two sections for design purposes as follows:

 

  • The Upper or Upstream Section: The portion of the wall along the spillway stilling basin concrete apron, to be founded on the existing concrete spillway and apron. This section is approximately 54 metres long.
  • The Lower or Downstream Section: The portion of wall downstream of the existing stilling basin apron, which will need to incorporate a concrete foundation extending below tailwater level, through river gravels and highly weathered rock to be founded on unweathered rock, up to 25 metres below tailwater level. This section of wall is approximately 60 metres long. Foundation dewatering will be limited to the riverbed level only (approximately 5 metres below tailwater level), with all works below this level requiring underwater construction techniques. Such techniques may include large diameter bored concrete piles, caissons backfilled with mass concrete or other methods proposed by Contractors.

Detailed designs for the required buttress works are currently being finalised. 

A briefing document including conceptual illustrations for the Hume Dam Spillway STW Works is included as an attachment to this invitation.  The document provides background information for the project and a general description for the scope of works currently proposed.

 

The ECI Process:

State Water is seeking applications for pre-qualified contractors who are prepared to collaborate in an Early Contractor Involvement (ECI) process.  The ECI process is designed to assist both the Principal and the Contractor in the delivery of this project.  The ECI process is aimed at engaging with potential tenderers at the earliest possible time to obtain their collective input into the final contract.  While State Water will be contracting with a well developed design, it will be looking for tenderers’ ideas and innovation on how to enhance the contract, particularly in how the risks have been identified and allocated in the draft contract document and whether or not tenderers believe that is the most expedient approach for this project.

 

Tenderers will be short listed for the ECI stage based on their submission in the Expression of Interest.
