Tender Details

Sydney Water is pleased to issue this Expression of Interest to the market. The market plays an important role in delivering Sydney Water’s growth objectives and we welcome your expertise as we embark on the formal procurement process. 

The Upper South Creek Advanced Water Recycling Centre (USC AWRC) project is currently in the construction phase and delivery is targeted for June 2025. Multiple catchments will be serviced via the USC AWRC one of which is the Kemps Creek catchment. The Kemps Creek catchment includes Austral, East Leppington, Leppington North, Western Sydney Parklands and parts of Rossmore, Kemps Creek and Catherine Fields North. The Options Report developed options for trunk infrastructure, gravity carriers and pumping station sites to service the Kemps Creek catchment and transfer flows to the USC AWRC.

To address these challenges, Sydney Water is seeking a delivery contractor to design and construct the Kemps Creek Dual Pressure Mains Project (‘the Project’). The Project works require the delivery contractor to complete the detailed design and all design requirements with Sydney Water’s approved design subcontractor, WSP Australia Pty Limited (WSP) and then carry out construction of the dual pressure mains including valving installations, air valve installations, scour installations, vent shafts and all other associated fittings, connections to existing and proposed mains, maintenance free sections, trenchless sections where required and site restoration for approximately 7kms. Sydney Water’s design services professional services contract with WSP will be novated to the delivery contractor. Working together, we will achieve the following overarching Project outcomes: 

• Service the USC AWRC by transferring flows

• Respond to growth through an adaptive solution that minimises impact on customers; 

• Protect the environment by enhancing waterway health, ensuring compliance to current and future environmental protection licence (EPL) conditions and minimise waste; 

• Generate green energy through co-generation and positively contribute to Sydney Water’s net-zero strategy; and

• Expand our recycled water system.

Delivery of these outcomes will require a sound understanding of design development and construction of pipeline systems. 

Through this Expressions of Interest (EOI) process, Sydney Water invites Proponents to demonstrate they have the right experience, capability, understanding and commitment to work with Sydney Water as our pressure mains delivery contractor to deliver the scope, objectives, assets and more.

The preferred delivery contractors will be those that:

• understand and appreciate the Kemps Creek Dual Pressure Mains outcomes and delivery challenges 

• are aligned commercially; 

• can effectively integrate to create the delivery environment required for success; and 

• bring the right suite of capabilities and mindsets. 

We are seeking a delivery contractor who will bring best practice, innovative thinking, and a collaborative approach to deliver this project. This is reflected in design approach which seeks a technical solution that represents best value for money whilst achieving our project objectives and outcomes.

Completing registration does not immediately grant a supplier access to the EOI.  

We ask that interested proponents to register their interest in participation by 6 pm on 30 June 2023. Sydney Water will not accept registrations beyond this date and time. Along with the registration, you are also required to fill out and sign Confidentiality Deed Poll (CDP) form. EOI pack and information would be released to parties that has completed and returned the CDP to Sydney Water. Please send the signed CDP and notify Sydney Water via email at siva.santhanakrishnan@sydneywater.com.au after you have submitted the self-registration request.

We also ask that interested parties familiarise themselves with the requirements outlined in the Conditions for EOI. Parties that cannot meet these conditions will not be invited to participate in the Expression of Interest process. 

 

Conditions for Participation

A formal submission is not required in response to this advertisement. 

However, prospective proponents must be able to satisfy the key criteria set out below: 

1.The Proponent is to provide at least two local or international case studies (in the last 10 years) where a Proponent has delivered services for a major infrastructure project of a similar nature, scale, and complexity in its capacity as a:

  • Design and Construct Contractor– for individual projects of a value greater than $20m

2.Proponents are to acknowledge that they agree to the novation of WSP Australia Pty Ltd as an approved subcontractor for design services.
