Tender Details

In October 2017, the NSW Government announced the preferred nine kilometre route for Stage 2 of PLR. This will connect to Stage 1 and run north of the Parramatta River through the rapidly developing suburbs of Ermington, Melrose Park and Wentworth Point to Sydney Olympic Park.

Stage 2 will have approximately 15 stops, with travel times of around 25 minutes from Olympic Park to Camellia, and a further 8 minutes to Parramatta CBD. Stage 2 will connect to the future Sydney Metro West underground stations, heavy rail in Parramatta and Olympic Park, and ferry services at Rydalmere and Olympic Park.

The Services Provider will work iteratively with a multi-disciplinary project team, with a focus on collaboration and shared responsibility for finding solutions.

Tenderers must submit their responses as two-(2) separate files. The first file is to consist of the completed 'Non-Commercial Schedules' and is to exclude any reference to pricing. The second file is to consist of the completed 'Commercial Schedules'.

Multiple separate documents will not be accepted unless you obtain prior approval from TfNSW. This ensures that the tenders are complete and accurate, and presented in the manner intended by the Tenderer.

Conditions for Participation

Minimum Requirements:

The Tenderer must demonstrate as a minimum:

  1. The Tenderer has undertaken landscape architecture and urban design services for a linear infrastructure project with a value of more than $250 million in the past 6 years; and
  2. The Lead Landscape Architect / Urban Designer has proven experience in successfully leading landscape architecture and urban design services for a linear infrastructure project with a value of more than $250 million in the past 6 years.

Confidentiality Deed Poll:

Tenderers must complete the Confidentiality Deed Poll and Probity Declaration Acknowledgement and submit (via email) to procurement.plr@transport.nsw.gov.au.

Upon receipt of the completed Confidentiality Deed Poll and Probity Declaration Acknowledgement, TfNSW may, at its discretion, release these documents to organisations that TfNSW deem is capable of providing the Services. The documents include: Tender Schedules, Annexure 1 (Services Brief), Annexure 2 (Draft Professional Services Contract) and Scoping Design.
