Tender Details

This RFQ supports the second round of funding for the High Efficient Air Conditioner Round (AC Round) under the Household and Small Business Upgrade Program (HASBUP). This Program is part of the Energy Affordability Package, announced by the NSW Premier on 03 September 2017. The AC Round will provide incentives for approximately 15,000 households and small businesses (the program’s customers) in total, to upgrade to high-efficiency air-conditioners (ACs). Of these 15,000 household and small business sites, around 60% of installations will be in the Sydney Metro region and the rest in regional NSW (refer to Attachment 2 for definition of Sydney Metro and Regional NSW).

The Agency is in the process of appointing up to two Administrators to administer the AC Round. An appointed Administrator will recruit and register Installers who will deliver these incentives to customers. These registered Installers will install high-efficiency ACs and provide discounts to the households and small businesses. The Installers will then complete an Agency-defined incentive claim form to collect data from the AC Round’s customers and submit it to the Administrator to recoup the discount.

On completion of the AC installation, the Installers submit the completed claim form to the Administrator. On receipt of the claim, the Administrator conducts Internal Quality Checks (IQC) on these claims in a tiered approach as described below.
