The NSW Department of Technology, Services & Administration (DTSA), GCIO and NSW Procurement (NSWP) have embarked on a comprehensive review of
· Government Selected Application Software (GSAS) Panel Contracts – a series of panel contracts for the provision of corporate service software systems to the NSW Public Sector which covers the following application areas – Finance, HR/Payroll, Records and Information Managements as well as Integrated Management solutions.
· Back Office Application Consolidation (BOAC).
The above are two strategic projects approved under People First, the NSW ICT Strategic Plan to improve service delivery and reduce costs of IT in relation to corporate applications through consolidation, standardisation and application life cycle management.
The “guiding principles” of the GSAS/BOAC Projects include –
· improving the Government’s Return on Investment (ROI) across the installed base
· to ensure licence transferability and achievement of economies of scale, the “Crown” (NSW Government) will be the central custodian of all GSAS application licences
· a central program office, based in NSWP will coordinate all activities relating to corporate applications
· development of a standard, NSW Goverment configuration for “core” functionality to reduce implementation, upgrade, support and maintenance costs
· a significant shared services program that includes –
o a reduced number of processing centres, i.e. the formation of “clusters” for NSW Government Agencies/Departments
o use of a “lead agency” model within sectors to manage and maintain corporate applications
o consolidation of software applications – i.e. a reduced number of applications, instances, versions and technologies
o the potential to “on-board” a number of Departments/Agencies onto the successful Vendors’ application/s
· integration of Government applications/initiatives such as smartbuy, ICT Services Portal and e Recruitment into standard government configurations
· building sustainable long term relationships with successful vendor/s
To support these initiatives, the GSAS program has been expanded to incorporate a life cycle management approach to the acquisition, implementation and maintenance of ERP systems. It has been divided into three sections –
· Application Providers
· Service Providers
· Third Party Providers
Additional Note
The State Contracts Control Board (Board) has approved transfer of pre-qualified and performing current contractors for 2626 for ERP SIMS into the current ICT Services contract 2020. This will mean closure of contract 2626 and the inclusion of a category for ERP SIMS into the ICT Services contract 2020. Responses to this RFT will be assessed and successful applications will be appointed to ICT Services contract 2020 as approved Suppliers for the provision of Systems Implementation and Managed Services to NSW Government agencies

Part C1 6.1 Service Type details the various ERP SIMS service categories that ERP SIMS Systems Integrators will be required to implement. Any supplier in the process of attaining certification or partnership accreditation applying for RFT, MUST be fully certified or accredited at the time of Contract Agreement with the Board, if approved.
