Tender Details

To establish how to best assist its tenants with the high cost of energy, the Aboriginal Housing Office has recently commenced a pilot energy bill support program for its tenants in Dubbo, NSW. The pilot program will see 151 AHO properties located in Dubbo, NSW retrofitted with rooftop solar photovoltaic (PV) systems and in-home energy management systems that help tenants reduce their energy use by making it as simple to manage as it is to use. The program will also include an education program for tenants and locally-based energy advocates, focusing on how to reduce energy use in the home and how to access support programs and services.

The Aboriginal Housing Office is seeking a contractor to supply and install solar PV systems in 151 Aboriginal Housing Office properties in Dubbo as part of the Dubbo pilot program.

Reflecting the fact that this program has the primary purpose of assisting Aboriginal people with high energy costs in order to improve their quality of life, the Aboriginal Housing Office will be requesting that Tenderers demonstrate contributions towards the creation of social value through this program. Social value can be achieved directly (by suppliers investing time or resources in programs or services that benefit tenants and their communities) or indirectly (by suppliers making financial contributions that enable the Aboriginal Housing Office to stretch its budget further).

Particularly, the Aboriginal Housing Office is looking to achieve the following objectives:

  • Support the wellbeing of its tenants.
  • Strengthen local communities.
  • Develop partnerships with the private sector for mutual benefit and the benefit of tenants.
  • Encourage its suppliers to commit to corporate social responsibility.

Social value contributions form part of the selection criteria. Social value contributions proposed by Tenderers will be assessed against the above objectives. They will also form part of the contract with the successful Tenderer.

The Aboriginal Housing Office will showcase the social value contributions provided by the successful Tenderer in program media throughout the delivery of the program.
