The Contract is to engage a suitably qualified Technical Advisor to complete the Pre-Concept Design for the Granville Substation.
The services to be provided by the Technical Advisor is outlined as follows:
- Development, amendment, completion and confirmation details of proposed operations diagrams (including system, sectioning and reticulation diagrams) with input from TPD into final operating diagrams for acceptance by TfNSW;
- Development, amendment, completion and confirmation of building sketches and development of Substation building pre-concept layout drawings with input from TPD;
- Development of a technical specification for the Substation and all associated ancillary works. The purpose of the technical specification is to enable the Principal to include this technical specification in the tender for the design and construction Contract of the new Granville Substation;
- Preparation of Review of Environmental Factors (REF) study and report; and
- Provision of site investigation Services.

Address for Lodgement
Electronic lodgement only - no password protection. Questions Must be submitted in writing to the email address supplied. Tenderers must submit their response as two (2) separate files only. The first is to consist of the completed "Non-Commercial Schedules" and is to exclude any reference to pricing. The second file is to consist of the completed "Commercial Schedules". Multiple separate documents will not be accepted, unless you obtain prior approval from TfNSW. This ensures that Tenders are complete and accurate, and presented in the manner intended by the Tenderer, and also allows for timely distribution of Tenders to the Tender Assessment Committee.
Conditions for Participation
The Tenderer must demonstrate as a minimum:
- Evidence that the Tenderer is an Authorised Engineering Organisation (AEO) or is capable of obtaining Provisional AEO status from the ASA through the tender assessment process, as per Schedule 12;
- Evidence that the Tenderer has successfully completed the design of two (2) electrified substations in the last five (5) years where the design engagement was valued over $250,000; and
- Evidence that the Tenderer has rail design experience within their proposed team for this project.
