i-Vote Core Voting System and Associated Services - NSWEC iVote 13/01

This request for tender is for development and implementation of a new Core Voting System for the New South Wales Electoral Commission’s iVote system and its deployment to support the NSW State General Election in 2015.

iVote is the NSW Electoral Commission’s system of remote electronic voting, first used in the State General Election in 2011, and planned for enhancement for the State General Election in 2015 (SGE 2015).  iVote is also used for State By-elections, and, subject to legislation, is planned for use in NSW Local Government elections.

The main reasons for implementing the iVote system in NSW are to:

a)     Improve enfranchisement of electors who would otherwise not be able to vote independently or have significant difficulty voting using an existing channel.

b)     Improve enfranchisement of electors who would, by virtue of location during the election period, not otherwise be able to vote or have significant difficulty voting using an existing channel.

The Core Voting System as tendered in this RFT is an integral part of the whole iVote process, with functional interdependencies to other required iVote systems

Expression of Interest For Pre-Qualification - An invitation for Expression of Interest (EOI) for pre-registration of prospective tenderers for a type of work or service. Applicants are initially evaluated against published selection criteria. RFT may then be invited from a panel of providers (as Selective, or Invited).
