Tender Details

Sydney Metro is Australia’s biggest public transport project. A new standalone railway, this 21st century network will deliver 31 metro stations and 66 kilometres of new metro rail for Australia’s biggest city – revolutionising the way Sydney travels. Services start in 2019 using Sydney’s new generation of fully–automated metro trains.

The Sydney Metro City & Southwest project includes a new 30km metro line extending metro rail from the end of Sydney Metro Northwest at Chatswood under Sydney Harbour, through new CBD stations and southwest to Bankstown. It is due to open in 2024 with the ultimate capacity to run a metro train every two minutes each way through the centre of Sydney.

The scope of services to be provided by the Brownfield Independent Certifier include, but are not limited to, the following: 

     1)  independently certifying that the appointed Brownfield contractors have designed and constructed the  Brownfield Works
          in accordance with the requirements of their respective construction contracts:
     2)  carrying out surveillance activities, including for compliance with the requirements of the Brownfield Works construction
          contracts and for construction trials and commissioning tests;
     3)  reviewing Stage 3 Design Documentation;
     4)  certifying each milestone as having been met; and
     5)  certifying the Brownfield Works as having achieved Construction Completion and Completion.

A Request for Tender (RFT) will be provided to those registering entities (Interested Parties) that TfNSW considers suitably experienced and qualified to undertake the services. Interested Parties must demonstrate their capability to satisfy the Conditions of Participation (see below) as part of their request for participation.

Following registration, TfNSW will notify those Interested Parties that have successfully registered and provide them with access to a dedicated website (Data Room). The Data Room will contain further information on the procurement process for the Brownfield Independent Certification Services and additional supporting documents and information to enable them to respond to the RFT. Access to the Data Room will be subject to the successful Interested Party’s agreement to TfNSW's terms for use of the Data Room.

In order to participate in the procurement process, including to receive the RFT, to request and receive clarifications, and to submit a Tender, an entity must either have:

     1. successfully registered to participate in the process; or

     2. where the entity is a consortium or other such group, at least
         one of its members has successfully registered to participate in
         the process.

Entities may register interest as individual entities or as consortia; however, fully formed consortium structures are not required to be registered at this stage. 

The procurement process will be covered under the terms of Chapter 6 of the Singapore-Australia Free Trade Agreement.

To register, Interested Parties must return a completed copy of the Request for Participation Form with an executed Confidentiality Deed Poll by email to TfNSW's Contact Officer at SydneyMetroIC@transport.nsw.gov.au

Interested Parties must submit their response as two (2) files only. One file must contain the executed Confidentiality Deed Poll and the other the completed Request for Participation Form with a statement, of no more than three (3) pages demonstrating that it will be able to satisfy the Conditions for Participation detailed below.

Conditions for Participation

Conditions for participation in this procurement process include that the entity is bona fide and satisfies the following:

  1. Demonstrate experience in the provision of independent certification or verification services, or similar, on a multi-disciplinary brownfield rail infrastructure project valued at over $50 million in the past five years;

  2. Demonstrate capability, approach and track record to successfully undertake independent certification services relating to the design, construction and commissioning of the following areas:

      a.  Heavy rail and metro rail stations including platforms,   
           passenger areas, building works and rail station systems
      b. Works within a live, heavy rail possession environment
      c. Major civils and structures (including excavation, shafts,
          roads, bridges and building) works
      d. Major water assets including stormwater culverts and
          aqueducts
      e.  Major utility service works
      f.  Significant heritage assets

  3. Demonstrate certification experience or similar, or experience in the delivery, of complex CBI signalling interlocking work.

  4. Demonstrated experience working under an AEO or similar framework

  5. Demonstrate capability to implement a quality system in accordance with AS/NZS ISO9000 and AS/NZS ISO9001

     6.  Demonstrate financial capacity to undertake the services.
