Sydney Metro is requesting registration of interest from suitably qualified and experienced service providers to undertake Shadow Operator services initially for Sydney Metro West, with the potential to extend to Sydney Metro Greater West (subject to investment decision).
The Shadow Operator’s role will be to provide a proxy for early operator involvement in the scoping and design of projects, driving customer focused, operable and maintainable design at lowest whole of life cost. The Shadow Operator must support Sydney Metro through the project lifecycle, potentially up to transition into operations.
The Shadow Operator’s role will not include operator start up or operator of last resort activities.
The successful Shadow Operator will be precluded from bidding for the O&M contracts for Sydney Metro West and Sydney Metro Greater West.

Sydney Metro is seeking a long term collaborative relationship with a service provider in relation to the provision of Shadow Operator services. The Shadow Operator will work closely with Sydney Metro internal teams across a broad range of Metro operations and maintenance disciplines in order to achieve Metro design which is customer focused, operable and maintainable at the lowest whole of life cost.
The Shadow Operator will be responsible for:
• The development of a concept of operations and concept of maintenance
• Development and preparation of requirements, design reviews and contract documentation
• Validate designs and operations / maintenance concepts to ensure they are fit for purpose and align with Sydney Metro outcomes
• Operations and maintenance costings and whole of life cost assessments
• Train performance and operations modelling
• Development of draft operational documents (e.g operational procedures / maintenance plans)
• Providing subject matter expertise input into risk assessments and safety cases
• Support operations and maintenance procurement through input into technical and commercial tender specifications and tender evaluations
• Handover to operator and ongoing client support
• Knowledge transfer to Sydney Metro staff
The Shadow Operator will have significant Metro operations and maintenance experience in a range of disciplines. It is expected that lessons learnt from and international best practice will be incorporated into all aspects of the services provided by the Shadow Operator. The core Shadow Operator team will be Sydney based and available full time as an integrated part the Sydney Metro project team.
The Shadow Operator will not be required to take on a role in establishing the future O&M Contractor business and will not be an Operator of Last Resort.
The successful Shadow Operator will be precluded from bidding for the Operations and Maintenance contracts for Sydney Metro West and Sydney Metro Greater West.
Registrants are requested to nominate their areas of capability which may be the full set or a subset of the required capabilities as contained in Appendix A – Registration Form.
Sydney Metro will publish the list of Registrants and nominated capabilities on eTendering website to encourage the market to partner to deliver the full range of services.
The Expression of Interest (EOI) for the Shadow Operator Services is targeted for publishing on eTendering website in December 2019 and the Select Invitation for Request for Tender (RFT) is targeted for release in February 2020.
