Tender Details

Transport for NSW (TfNSW) is implementing an Automatic Train Protection (ATP) system, based on the European Train Control System (ETCS) Level 1 Limited Supervision (LS) standard, plus additional functions to cover high risk areas on the network. The LS system appropriately manages safety of the network So Far As Is Reasonably Practicable in line with the Sydney’s Rail Future plan to eventually replace ETCS Level 1 trackside equipment and progress to ETCS Level 2. 

TfNSW is seeking registration from eligible organisations to attend a market briefing for the trackside network rollout as part of the ATP Program. The market briefing will provide an overview on the delivery of the trackside component of the ATP Program and inform the market of the anticipated trackside works to be delivered.

The market briefing will also present as an opportunity for the market to raise any queries and clarify any matters of concern in regards to the trackside network rollout for ATP.

Potential registrants are to return a completed confidentiality deed poll to the Contact Officer via the ams.procurement@transport.nsw.gov.au email address.
 
Upon receipt of a completed confidentiality deed poll, TfNSW may, at its discretion, release the invitation of the registration of interest documentation for the ATP trackside network rollout market briefing.

The completed registration of interest schedules are to be submitted to the Contact Officer via the ams.procurement@transport.nsw.gov.au email address.

Conditions for Participation

Organisations that are interested in attending the market briefing are required to nominate the applicable category and submit the completed registration of interest schedules to demonstrate they meet the relevant criteria:
 
Category A - Construction Companies
 
Criteria 1: The registrant has a combined turnover in construction contracting activities greater than $50 million per annum on average for each of the last 5 years.
 
Criteria 2: The registrant has successfully managed the delivery of the design, supply, construction, testing, commissioning and handover of at least one signalling project in a brownfield rail environment valued in excess of AUD $10M within the last 8 years.
 
Category B - Design Companies
 
Criteria 1: The registrant is an Authorised Engineering Organisation (AEO) or is capable of obtaining Provisional AEO status from the Assets Standards Authority (ASA) for design capability for signalling and control systems under the ASA engineering services matrix.

Criteria 2: The registrant has successfully managed and delivered signalling detailed design on a NSW rail project and the signalling detailed design engagement was valued at over AUD$ 500,000 under the AEO framework.

Formal invitations to the market briefing will be issued out to the eligible Participants with further information regarding the date, time and location.

Organisations that successfully register and attend the market briefing may be contacted and invited to participate in an informal market sounding process subsequent to the market briefing.
