BCRP services are intended to be a transition phase for Builders to gain meaningful experience through the support of a BCRP Service Provider.
The BCRP aims to assist the following builder groups with access to Home Building Compensation Scheme eligibility who might not meet the eligibility requirements otherwise:

new entrants to the building industry who have never before entered into a building contract with a home owner of $50,000 or more (or has never been a key manager within a building business that did so);

where the Builder has no demonstrated experience in commencing and successfully completing Projects of a similar nature to the ones requested for home warranty building compensation cover; and
-
where the Builder’s Project gross margins have been identified as requiring further review as part of their Home Building Compensation Scheme eligibility assessment.

Additional Details / Instructions
icare is seeking to establish a BCRP Panel of service providers. The objective of the new BCRP panel is to support Builders required to participate in the program where the condition is part of their eligibility to buy home building compensation cover from HBCF. Where appropriate, action to improve Builder competencies and to support the completion of their Project will be reviewed, including the:

proposed contract terms including scheduled progress payments;

project budget costs and gross margin expectation;
-
project construction schedule;
-
Builder’s capability of managing the project in accordance with the construction schedule, contract and budget; and
-
Builder’s supervision and quality control over the building work.
Deed of Confidentiality
Vendors wishing to access the RFT will be required to complete a Deed of Confidentiality. To obtain a copy of the deed, please email the Contact Officer referencing the RFT title and number. Requests should be sent to:

Following receipt of the signed Deed, icare will issue the passcode to allow access to the RFT documentation suite once published.
Vendor Briefing
icare is planning to have a Vendor Briefing session via webinar following the issue of the RFT. Details of the briefing is detailed in Part A of the RFT and confirmation on the webinar link will be provided with the RFT passcode.
Conditions for Participation
icare's Deed of Confidentiality to be completed prior to accessing the RFT document suite
