This RFT proposes the first of its type, a collaborative arrangement between NSW, QLD and ACT for the establishment of a new contract 370 to be principally managed by NSW State Contracts Control Board (the Board), and covering on-road card fuel requirements for Participating Jurisdictions and Eligible Customers situated across metropolitan, regional and remote locations across NSW (including ACT) and QLD.
The Board may select one or more Contractor to ensure that under the proposed Agreement the NSW, ACT and QLD needs for security of supply, coverage and overall value for money/savings opportunities are maximised.
The Board reserves the sole right to select one or more contractors.
The Board further reserves the right during the term of the Agreement to engage additional contractors.
It is proposed that a panel of contractors may be structured as follows:
Major: One contractor to supply across NSW, QLD and ACT. Analysis of retail distribution networks and products indicates that a major Contractor could aspire to supply over 65% of contract volume. Government will use best endeavours to support the major Contractor in achieving and exceeding the 65% target however no warranty is expressed or implied in that regard.
Minor: One additional contractor in NSW (including ACT) and one additional contactor in Queensland (may be the same or may be different) to be selected to secure supply, coverage and bio fuel commitment.
Supplementary: One or more contractors may be selected in remote locations where product is not otherwise available, to secure supply of product and access to associated purchase data.
Initiatives across all jurisdictions may increase the use of direct debit regimes and reduce payment terms. Tenders that include a cost benefit for shorter payment terms and/or payment by direct debit will be favourably considered.
Also initiatives across NSW and QLD are in place to increase the use of biofuels:
NSW government agencies’ have exceeded the 2009 target of 2% ethanol with reporting processes in place to support ongoing demand management and progressive increases in the target as the State mandate increases. Also in NSW a 2% biodiesel mandate commenced on 1 January 2010. NSW agencies will use B5 diesel as it becomes widely available.
Queensland Governmnt budget funded agencies will preference the use of E10 petrol in fleet vehicles where it is available.
