Sydney Metro requires a suitably experienced rail and bridge Design and Construction Contractor to be engaged for Early Contractor Involvement (ECI) to deliver ECI Activities related to the design and construction of errant and hostile vehicle mitigation treatments at station bridges, non-station bridges and critical locations along the Southwest Metro corridor.
About the Works
The Southwest Metro works will convert and upgrade the existing T3 Bankstown Line between Sydenham station to Bankstown station to metro standards.
To meet the test level safety standards for metro operations, the Southwest Metro project requires the delivery of safety critical works to secure critical points from errant and hostile vehicles at station overbridges, non-station overbridges and non-bridge locations along the Southwest Metro rail corridor.
The Works comprises:
Errant vehicle treatments based on a Corridor Intrusion Risk Assessment (CIRA) and Hostile Vehicle Mitigation (HVM) treatment design and construction works at:
- Eight (8) station overbridges;
- Seven (7) non-station road-over-rail overbridges; and
- 76 non-bridge locations along and within proximity to the Southwest Metro Corridor; and
Finishing works.
The Works are to be delivered under a under an Early Contractor Involvement (ECI) collaborative Design & Construction (D&C) framework where a single Contractor (the ECI Contractor) will be engaged to deliver all:
- Designs to Approved For Construction (AFC) for the Works;
- Value engineering and constructability reviews;
- Dilapidation reports for the roadway and surrounds for all locations where the Works occur;
- Site investigations for all Works at each location;
- Reviews and commentary on the feasibility and concept designs for the seven (7) non-station road-over-rail overbridges;
- Heritage advice, including a Statement of Heritage Impact (SoHI) for each bridge asset;
- Urban design visualisations for bridge elements;
- Earthing and bonding design services to assist and integrate with project delivery;
- Safety assurance works;
- For-construction’ materials, documentation, pre-construction preparation, deliverables and agreements required for successful delivery of the Construction Phase cumulating the in the Contractor’s Final Proposal to Sydney Metro;
- Civil design including 3D digital string models, 3D digital federated model components and native model designs;
- Drawing outputs including 2D plan references, 3D digital federated models, design verification and potential extraction of road model quantities;
- Performance management and reporting against Key Performance Indicators (KPIs) and delivery milestones as set out in the ECI Deed;
- Full review of all Technical Advice Notes (TAN) to understand the bridge structures and Station assets;
- Sydney Trains Detailed Site Survey (DSS) drawings;
- Full topographical survey model works and completion of additional topographical survey of the existing road alignments, bridges and corridor to locate key assets;
- Documentation and continual support for Network Assurance Committee (NAC) and Sub-NAC gate approvals throughout the design delivery in accordance with the Network Assurance Procedure (NAP);
- Delivery of priority Project Works at specific locations as required by Sydney Metro in parallel to ECI Activities; and
- Other requirements to be completed by the Contractor pre-construction as either identified by the Contractor and approved by Sydney Metro or as directed by Sydney Metro.
At the conclusion of the ECI Phase, the Contractor will submit a Contractor’s Final Proposal to Sydney Metro for the delivery of the Works (the Construction Phase). Sydney Metro will evaluate the Contractor’s Final Proposal and determine whether to award the medium works D&C Contract for the Construction Phase to the Contractor.

Tenderer Registration Instructions
Tenderers are required to complete and return the attached Confidentiality Deed Poll (CDP) via email to the Contact Officer by 05:00PM on 16/06/2023.
Tenderers that complete and return the CDP will be issued early access to the Technical Project Data Room.
Early Access to the Technical Project Data Room
The Technical Project Data Room will be open from 07/06/2023 until 12:00PM on 21/06/2023 and include RFT:
- Volume 4A – General Specification;
- Volume 4B – Particular Specification; and
- Volume 5 – Information Documents.
The Technical Project Data Room will not include RFT:
- Volume 1 – General Information and TenderRequirements
- Volume 2 – Returnable Schedules
- Volume 3 – ECI Deed and ECI Deed Schedules
Registration as a Confirmed Tender
Tenderers that wish to receive the RFT Volumes 1, 2 and 3 are required to register as a Confirmed Tenderer via email to the Contact Officer by 05:00PM on 21/06/2023.
Close of the Early Access Technical Project Data Room
Sydney Metro will revoke all Tenderer access to the early access Technical Project Data Room on 21/06/2023 and issue new accesses to Confirmed Tenderers for the Project Data Room on 26/06/2023.
Tenderers that have not registered as a Confirmed Tenderer will not be issued access to the Project Data Room.
RFT Open to Confirmed Tenderers
RFT Volumes 1,2 and 3 will be uploaded to the Project Data Room on 26/06/2023.
Confirmed Tenderers will be able to access the Project Data Room comprising RFT Volumes 1, 2, 3, 4A, 4B and 5 from the RFT Publish Date of 26/06/2023.
Confirmed Tenderer Interactive Workshops
Confirmed Tenderers will be invited to attend a single two (2) hour interactive workshop with the Sydney Metro project team in the second week of the RFT via email from the Contact Officer.
Conditions for Participation
Tenderers are to self-satisfy that they meet the following mandatory criteria, Tenderers that do not meet the mandatory requirements will not be considered for evaluation:
Technically Assured Organisation Accreditation
The Tenderer must:
- confirm TAO accreditation for each of the Tenderer’s Participants is for the rail (heavy rail) mode, specifically noting accreditation for metropolitan rail;
- confirm that the Tenderer and its Participants, hold current TAO accreditation status for the Disciplines and Asset Lifecycle Services specified in the Indicative Project Engineering Matrix (provided by the Contact Officer on return of competed CDP); and
- provide consolidated copies of each of the Tenderer’s Participants TAO certificates.
Austroad Prequalification
The Tenderer must:
- be prequalified under the National Prequalification System for Civil (Road and Bridge) Construction Contracts (Austroad) under the following categories:
- Roadworks – R3 or higher
- Bridgeworks – B3 or higher
- Financials – F25 or higher
- provide consolidated copies of the Tenderer Participant’s TfNSW Mutual Recognition Letters and accompanying Certificates of Prequalification.
Tenderer’s that meet the mandatory criteria and have the relevant skills and experience to deliver the Works following access and review of the Technical Project Data Room are encouraged to register as a Confirmed Tenderer via email with the Contact Officer by the registration closing date and time.

ECI Phase: Up to six (6) months
Construction Phase: ~12 - 15 months
