Evaluation criteria consisted of initial examination of tenders, assessment and scoring of tenders, technical criteria assessment, application of agreed weighting on scores, and pricing assessment. Proposal was examined to identify any omitted or incomplete schedules/information as per requirements outlined in the Tender Evaluation Methodology. The TEC further requested for Voestalpine’s parent company’s Financial Information for the past two years and Parent Company Guarantee, and obtained Certificate of Currency for Insurance Policies as per Sydney Trains requirements. IMEI’s compliance to the essential requirements were assessed. Tender was scored with 70% weightage for Technical and 30% for Price. The TEC established that Voestalpine met all the required technical requirements; incumbent supplier who understands Sydney Trains Technical requirements. Being Sydney Trains partner for many years, Voestalpine has a good understanding of the Sydney Trains Operational systems.

The main financial benefit is a reduction in the cost as a result of moving to more reliable and up to date technical solution. The existing BBT system support and maintenance expenditure are 3.5 times more expensive than the new 4th Gen BBT based on cost comparison for the five locations on a per annum basis. The main non-financial benefit is a reduction in train-related delays due to the ability to apply the latest alarm algorithms to the 4th Gen BBT system, which reduces the number of false bearing and wheel related incidents. In comparison, the 2nd Gen BBT system can no longer support these updates, and as a result, the System is more prone to false alarm events resulting in train delays. Moreover, this investment demonstrates Sydney Trains' commitment to product development based on advancements in the area of train monitoring, obsolesce issues, known faults, and worldwide best practices. The design of the new 4th Gen BBT System allows minimal time to be in the danger zone
