Tender Details
The More Trains, More Services Stage 2 Incentivised Delivery Contractor will deliver infrastructure in support of service improvements on the heavy rail network in particular along the T4 Illawarra, T8 Airport and South Coast lines.
The program includes projects including, but not limited to, the following:
- Upgrade of Sydney Yard;
- Infrastructure and stabling upgrades of the T4 Line;
- Mortdale Maintenance Centre upgrade;
- Power upgrades;
- Asset Rationalisation, Asset Resilience, Transport Integration and sustainability.

Registrants are required to execute a Confidentiality Deed Poll, Probity and Process Deed and Deed of Disclaimer as a condition precedent to becoming entitled to receive a copy of the More Trains, More Services Stage 2 Invitation for Expressions of Interest.
The executed Confidentiality Deed Poll, Probity and Process Deed and Deed of Disclaimer are to be submitted to the Contact Officer via the email address.
Submission of a duly executed Confidentiality Deed Poll, Probity and Process Deed and Deed of Disclaimer does not automatically entitle Registrants to receive a copy of the More Trains, More Services Stage 2 Invitation for Expressions of Interest. A Registrant's entitlement to receive a copy of the More Trains, More Services Stage 2 Invitation for Expressions of Interest remains at the sole discretion of TfNSW.
Registrants should note that TfNSW’s decision to proceed to issue the Request for Proposal will be subject to NSW Government review and approval and remains at the sole discretion of TfNSW. TfNSW will not be liable for any incurred costs as a result of Registrants / Applicants responding to this Expression of Interest in the event that TfNSW does not proceed to issue the Invitation to Tender.
Bona fide Registrants will be invited to the Briefing Session being held shortly after the release of the More Trains, More Services Stage 2 Invitation for Expressions of Interest at a time and place to be confirmed by TfNSW.

Conditions for Participation
In order to be assessed against the Evaluation Criteria, Applicants must meet the following Minimum Requirements:
Minimum Requirement 1 – the Applicant must have ASA Authorisations (whether via the Applicant, the Participant(s), proposed subcontractors or any combination thereof) that collectively cover all areas or competencies in the MTMS Stage 2 AEO Matrix set out in Attachment 6, or be able to demonstrate a pathway to having such ASA Authorisations prior to IDA execution;
Minimum Requirement 2 - the Applicant must confirm that either itself, a Participant or a proposed subcontractor to the Applicant and / or Participant has accreditation, or can obtain accreditation prior to IDPA execution, as a Rail Transport Operator under the Rail Safety National Law to permit it to fulfil its role as Rail Infrastructure Manager and Rolling Stock Operator, if necessary, during the delivery phase for MTMS Stage 2;
Minimum Requirement 3 – the Applicant must demonstrate that it possesses a work health and safety management system, a quality management system and an environmental management system, each accredited to the respective Australian and New Zealand Standard or equivalent;
Minimum Requirement 4 - the Applicant (and each associated Participant) must have demonstrated experience on a rail infrastructure project involving design and construction in the past five years;
Minimum Requirement 5 – the financial viability of the Applicant, and each associated Participant, (as measured against the Department of Finance, Services and Innovation (DFSI) Comprehensive Financial Assessment criteria) must be acceptable to TfNSW, and the Applicant and each Participant must have a demonstrated combined turnover (in aggregate for the Applicant or all associated Participants) of at least $500M per annum for construction works; and
Minimum Requirement 6 – the Applicant must provide a duly completed compliance schedule.

LODGEMENT DATE AND TIME
As per Addendum 1, the Lodgement Date and Time has been amended to the following two parts:
Part A - Minimum Requirements (Returnable Schedules 1 - 3) due before 2pm on 01 July 2019; and
Part B - Evaluation Criteria (Returnable Schedules 4 - 7) due before 10AM on 03 July 2019.
In accordance with Clause 1.6 Late Applications - all information pertaining to each Part is required by the designated Lodgement Date and Time - EOI responses pertaining to each Part received after the designated Lodgement Date and Time will be deemed 'late - a late EOI will only be admitted for evaluation if TfNSW, in its absolute discretion, makes a decision to do so.
